Learning & Motivating with Monitoring Reports

This past week I met with individuals in different departments at NHSA, including the Deputy Director for Community Engagement and Innovation and the Director of Government Affairs, to understand the existing challenges with the monitoring system. Currently, Head Start and Early Head Start programs have to submit to the Office of Head Start (OHS) under the Office of the Administration for Children and Families, as part of the U.S. Department of Health & Human Services. The Office of Head Start currently administers grant funding to 1,600 agencies providing services in communities all around the country.


Part of my responsibility this summer as a data intern is to understand the goals of the members interested in the Data Design Initiative, both within and outside of Head Start. In order to do so, I familiarized myself with the various components of monitoring, which were substantially changed in 2016 under new regulations that reflected changes to the Head Start Act reauthorized in 2007. The new regulations required reviews conducted by OHS to be done differently with one of the goals being to more holistically present the services being provided by Head Start programs nationwide, while still closely evaluating programs adherence to federal requirements and their levels of compliance. One aspect of my role within NHSA this summer is to think about what is currently working within the current monitoring system, and what about the process can be rethought to assist Head Start directors to reach their goals for their programs. A more long-term idea is to consider whether an evidence repository could be established that would collect the best practices of HS and early HS programs, promote the value of early childhood education within the Head Start model for low-income children in various contexts. I look forward to filling my knowledge gaps through insightful conversations with members of the Head Start community, and to consider the added value that the monitoring process could provide to programs.
